Posted this in the other thread, but it's definitely random, as one player found out first hand by wiping their player data and reloading multiple times.
Personally, I'm glad it wasn't some value judgment about who "deserved" the pack. That'd be a weird way to do business. Then again, if it WERE distributed that way, I'd have gotten it, lol!

I think it’s random, the first day they had the pack I didn’t decide to buy it, but a day or so later when I was ready, the pack was different...
