Eco workshop upgrade

I cannot upgrade my Eco Workshop since September. I have more than enough tokens to do so but when I click on upgrade it says that there is an Eco workshop shift going on, even if all my sims are idle at the moment... I have renove all my retired sims to elders and still it doesn't work.

Can someone help me with this?
