Hello, the steps I follow to ask a Sims to move into my house are:
1. attend a party
2. Add the person who owns the Sims I am going to ask to join my household to my friends list.
3. Complete a relationship story up to level 8 to unlock the option.
4. Ask Sims to join my household
The video shows in detail what the problem is and I already explained it throughout the report.
In fact you are wrong, this bug was reported many times by different people, not just me. Below I leave you a screenshot and the link of someone else's report published in January 2020 and they say they have this same error

@1004209487179 A thread from 2020 can't really be used as an escalation path with a player who is having the issue in 2024. So when I say there are no reports, there are no recent open tickets on this specific issue with the development team.
Not being able to adopt, at the moment is not a widespread reported issue. What this will come down to is a missed step or bugged task step, in the game which would need a ticket for the mobile to team to view, or a rollback to a point where that save was not corrupted in some way. I see multiple threads online providing advice on this issue.

Dude, I've had this error for years. Once again I invite you to read my entire report from the beginning and carefully because the error in my account is not not being able to adopt babies. The error on my account is the "OK" button when I try to adopt another player's Sims to my household

In the video that Salix Cat shared you can see very well what the problem is. I hope you can see it and understand what the error I'm talking about is because it seems like you are trying to hinder the help if you really want to help me

@1004209487179 I understand quite well what the specific issue is. I've worked on this game for quite a while. If you are following the steps to adopt, and have done so multiple times, OR the options in your game are not working as intended, that becomes a corrupted save issue.
This is not currently a gamewide issue as I and others were able to perform an adoption in-game. Community Managers are not a part of the games team and therefore we can only direct you on how to try to get it done, or where to go for support in order to have your game looked into. We are not support. We are not game developers. This is why we ask players to file a case so that the mobile team who can see into the saves can take a look.
