You can’t choose what your toddler or child wears. There is an option for a random clothing change but there isn’t many options. There isn’t a teen stage.
Wait, there isn't a teen stage??? That seems a bit strange.... that's a bit like sims 4 not originally having toddlers! Why are they missing a whole stage?
Well, at least if I don't like what the kids are wearing, there is some option to change it even if I can't control the outcome.
With the toddler , there is a choice of two options, and with the child there are a few more random choices.

I've seen that the baby/toddler/child days are very short - can you postpone birthdays like you can with retirement?
You can choose when to press on the birthday cake icon that is above their head so that they age up, but you can’t postone birthdays like you can with retirement
