Yes, Sims try to leave the house when they stay Passive, but they teleport back home and try to go again. ☹️

Hi this is happening in every lot I own with all sims I have made active and then passive again ,
the ones I have made active are fine ,
I own every lot and and every house I go to has them just walking down the road and disappearing and re appearing back at the house , this all they do now , in and out
the same as the toddler glitch where they continued do the same thing
moving them to a different house does not stop this from happening
Hi. See my resolution to this glitch in #12 above. I don't like this method, but that's all I could find that works. I also had the toddler glitch and fixed it by moving everyone out of that house so they thought they lived alone. Then, you could move back in and they were fine. This won't work with the "passive" glitch. Good luck.
