The only way that I have found to correct this "bug" is to have a playable Sim marry the passive Sim. It takes them out of that loop of leaving and coming back. Be sure to first move them to the home of the playable Sim that will marry them. After that, they can be freely moved.
I don't like to do this because if you retire that Sim, the passive one will retire also, or if they must divorce the passive Sim will be out on the street. It is a last resort but I could not take it anymore. I had to deal with three of them!
I resent the fact that players were exposed to this bug and have little faith in any assistance from EA to correct the issue. They are even still promoting their new rule of passive Sims! Good luck to all players.

I was just wondering, if you happen to see this, about what you said about the passive Sim ending up on the street. I have that exact situation. I had an active Sim, who divorced a passive (retired) Sim, and now she’s stuck on the streets. She’s acting like an NPC, participating in events. So is that what happens? And now she’ll be wandering the streets forever? Thanks!- 5 years ago
Unfortunately, the game will not allow an active Sim to marry a retired Sim so she cannot be moved back into a house. As you know, she can continue in relationship events. Sorry for your difficulties. I have been brought to tears myself over game rules that affect my Sims adversely. I know, silly, but sad just the same. Live and learn.

No, the issue continues. I made an official complaint to EA stating that the only solution was for a playable Sim to marry them, as you saw. I also told them to stop promoting this option since it clearly doesn't work. They told me they are aware of the issue and that I should be patient. I told them I waited long enough.
When I checked on the status of my complaint, it said "no fix available." They even messed with my game and had a non-playable Sim marry one of the faulty passive Sims which, of course did not work. I had to arrange a divorce and now THAT Sim is out on the street. This is infuriating, but at least they stopped promoting it.
