No more room in your household refers to the number of playable Sim slots that are available, not to the number of rooms or bedrooms in a house.
You must have an empty playable Sim slot when you want to ask a playable Sim to move in. Notice that this Sim slot must remain empty until the other player accepts or denies your request.
