How to level up relationships on sims mobile

I'm trying to level up the relationship between me and my roommate on sims mobile,  but all it says is "complete levels fo unlock". I read other threads about how it does that if you are using the wrong sim, but I have tried to engage from both sims and neither one offers an option to hang out or any events between the too so i would be able to unlock anything. Any suggestions?

    @Nikkifaythe27 What you see on the screen is what you can achieve as you level up in this relationship.

    You have to scroll up to find short and standard hangouts which are available now.

    There was no option for any hangouts.. i had to do like 100 small conversations things to get it to level up
