Please try first restarting the app/your device when your sims aren’t in any events. The game is still stacking past events and restarting the app should help. When reopening check if sims have completed events (pink check mark) and collect the reward. You might have to do this multiple times if there are several past events stacked.
If you have made sims passive or retired them, then you have to open the family portrait/generations tab and click through your passive/retired sims. Just tap the sim character and exit the family portrait. Restart the app/ device and check if the Research Home Clue event is available.
