I'm also not sure if I ever get fashion gems anymore from these same sources, but since I don't tend to use those much compared to the life tickets, I can't be 100% certain if they have also completely vanished from the RNG rewards. I *have* noticed that I get a disporportionate number of "60 simoleon" rewards from mailboxes these days, but I have not been keeping count of them.
Just as an update, I have still not received a single life ticket via a mailbox or other RNG source (such as family chest or good morning screen) since April - I have been keeping watch 🙂
