Never received party quest

Product: The Sims Mobile

How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? You can't?
What do you expect to see? An option to buy party decorations and to host a weekly party.

I expected an event around level 6 to enable me to throw parties. I never received it, I'm now level 30, and have never, and cannot throw a party.

I cannot purchase the decorations, as they are greyed out and say complete event first when clicked on. Similarly, the "host weekly party" button is always greyed out, and when clicked tells me "party requirements not met".

    So I have fixed it, I deleted and redownloaded, and managed to throw a party! 

    Guess it must have been a glitch?

    @darkfayth95 

    You will be able to host a birthday party during the week one of your Sims get a new trait.

    Notice that parties reset every Wednesday so if you give a new trait to one of your Sims today you can have your party any time before next Wednesday. 

    Party decoration are free and will remain in your Sims house during the 12 hours the party lasts.

    I'm level 30. And on generation 4 or 5.

    Not to state the obvious, but I have in fact been on the game on a Wednesday before. Chosen traits for many many sims. Given that I have 3 active sims, i have also tried having them all out of events. I literally never got the quest at level 6 to allow me to throw a party.
