The "leveling up Error message" still occurs.
Whenever a player levels up the party this error message is send in chat (see pic)

I just attended a party and it looks like the code messages are coming from leveling up as well as guests joining the party. Before today I was only getting one version of the coded message in the chat.
This morning my game updated to version 28.0.3, did this come with that? 🤔
