Same. My passive Sim, Cillian Raines, has been retired for quite some time. His wife moved out, yet I’ve never gotten the notification that he was ready. Nor can I remove him. Other Sims get the option to interact with him during events, yet they actually CANT.

The children that grow up and become adults, choose to stay forever. I click on the remove button, but nothing happens. (If I could, I would have changed the game language to English before taking the picture, but that feature does not work in my game at the moment.)
I will test what @Ilois4 suggested. It has worked for me earlier:
Fill the house to maximum allowed number of your own sims. Try to make a baby. You will receive a message that the house is full and asked to choose a Sim you want to move out. Then click on your problem Sim, and he/she is gone.
I have too many children at the moment, but will test this when the time is right.
