To meet and add to contacts you have to meet up with her at a party. So throw one or let her throw one. You do need to be level 6 or higher to start a party.

-MaiNo friends party notifications eventhough their in friends list. No way to meet smh
That's bad, I know. I have experienced this before.
I would contact customer support so they can look into account.
