Sorry you can’t; we only get one house to manage. 

If you have a total of 2 slots and want to move in the husband, you’ll have to wait until the sister is ready to retire or for another player to ask her to move in to their house. Only other option is to use simcash to buy a third and/or fourth slot, but they’d all still be roomies. In any case, both of your sims can raise children in the same house.
