Sims don't get an option to choose to be or not interested in other Sims. It is you who decide. Once you have started a relationship with another Sim it will suceed.

What you can do from your side is to switch your Sim's traits in order to match the romantic relationship and give her a boost. 

You can use the Alluring trait which makes Sims a little better at romantic events.

The Flirty trait is another option if you don't have the Alluring trait. This trait will give your Sim a bonus every now and then when being flirty with others.
