I have it, every now and then while socializing I will sneak a few simoleons from another sim. Seems to happen more often if I am wearing an Izzy outfit with the trait as well.

Make sure your sim has the trait as one of the elected traits.

You will notice a few coins popping out after a social interaction.

    Can you change traits? Do you only have the four and that's it?

    You can have 5, but as far as I know that is from your own child Sim you grow up and promote to a playable sim, if you do the events as they grow from
    Baby to toddler to child, then that adult will have the “good upbringing” trait. In that case you can have up to 5 traits, once the traits have been picked, you can’t change them, that I know of.

    You can only have 4 traits, but as mentioned above if you have a baby and do all of the social interactions with the baby as it grows up it will also have good upbringing, which will give you a bonus at everything. 

    You cannot change traits once assigned.

    The pickpocket trait usually just works.
