For some players it has been fixed under the following circumstances:

• You end the current things that your sims are doing and take the last sim to the workshop.
• Randomly
• When there is a workshop week rollover

I cannot get the task button to appear to allow my sims to work the eco shop. My last char to work there was at his work when I clicked on him to complete the eco shop. Don't know what is going on there, but now he will not interact with his wife or family members. Nothing I do allows any of them to react with him. 

None of the players can do the eco shop due to no task button. 

Workaround didn’t work.  Leaving idle overnight with all sims viewing eco workshop plants didn’t work. What’s next?

Yes, a passive sim is stuck being busy. Since he’s passive I can’t make him hang out at eco workshop. I close my game out regularly (swipe it away). 

Yes, I do have a passive sim that’s “busy in another event” pretty sure he’s the one clogging up my eco workshop. What’s my next step?

I had the same issue that couldn’t start shift at eco workshop. I’ve tried your suggestions but still not work. I also have a retired sim stuck in the house, not sure if these two issues are relative or not. Could you help to check my account?

Same issue here I couldn’t start eco workshop events. Lost the pink sign. I’ve tried have all sims waiting at eco workshop for more than one day and hard restart the game. I tried several times but it’s not fixed.

I did had a passive retired sim stuck in this event. After I removed this sim I could use eco workshop for several weeks, but later it disappeared again. And my removed sim still stuck in house showing busy. 
Please help!
