Have your sim click on his mother and see if you get the interaction. you may need to start a quick friendship for the bubble to pop up? The game has a glitch. Even though your sim may have good upbringing from interacting with his mother, the game does not add to the relationship bar while the sim is baby, toddler,child. I just aged one of my children up and she had to introduce herself to her adult family
