The bear costume and other items are part of EA's loyalty reward to Sims 4 and Sims mobile players.

Thanks, I haven’t played Sims 4 in a while, I planned on playing and bought expansion packs when they were on sale. Yet, I was doing other stuff and forgot to play. My computer is getting slower at everything. It’d be cool if Sims 5 could have a mobile version that is more advanced than the Sims Mobile. Yet, maybe with additions and updates the Sims Mobile will feel less like a Mobile game and be as complex as a computer game. I would totally play a Mobile Sims 4 on my tablet. I think the slowdown in sales of the computer version is because people are stopping computer games for mobile. If a game could be as rich on tablet or computer with the ability to do small tasks on the phone at the same time so that at home you can sit down and get into the game, while on the go you can play it on the phone...

- @orcadragon17 I wish for that kind of versatility every day! The reason I haven't bought Sims 4 already is because I'm too busy to be tethered to a desk for any amount of time. Mobile is the only format that works for me. Now to be able to desktop when I want though—that would be a perfect world!

You need to have Sims 4 on PC to get the Bear outfit. Go to EA's website, click on Sims 4/PC, and look at the "Latest News" section to find directions on getting it.
