EDIT: I just had a thought. I saw on Twitter that users in the UK were able to play, as well as that it takes time for it to properly show up in app stores around the world. I wonder if it's our location??? I'm US based.
I can get it to show up on the google play store but its not compatible so its hidden from my view. But who even knows the specs because its only showing it needs to be higher then android 4.1.
