There is a list on https://answers.ea.com/t5/Technical-Issues/Info-request-What-Android-device-are-you-running-the-game-on/td-p/6676802 of a lot of devices which should be able to run the game. The problem is though that some devices are on the list but give problems anyway. An example is the Samsung Galaxy J3 (2017). I think that this phone ran some of the earlier versions of the game. But Google Play now seems to think that it is incompatible anyway.
The reason for this incompatibility differs. It can be:
1. Too little free memory.
2. Too little RAM.
3. Too slow a CPU.
4. Too slow a GPU or some other missing requirement to the GPU.
5. Other problems with the graphics.
It is like computers. Not all new computers are able to run the new games. Cheap computers usually aren’t. So people buy dedicated gaming computers instead. The Sims Mobile is alas one of the first app games that requires something like a top model of a phone or tablet to be able to run at all. Cheap phones and cheap tablets therefore usually don’t work for this game.
