You have to start a party to be able to get the party items.
To host a party you have to meet the qualifications for that party: example: you have to have recently selected a new trait for a sim to be able to host a birthday party.
To start most of the new hobbies, you need to purchase the starter item for that hobby (yoga mat, guitar, piano, desk etc. )
