@yoyobroday When the relationship reaches level 8 you will be able to ask your friend's Sim to move into your household but she won't be able to control that Sim anymore as it will become yours.
There is no mutual interaction between players in Sims relationships. The game makes a copy of your friend's Sim when you have a hangout with that Sim. That's why she can control her Sims as long as they remain in her household.

- @yoyobroday Unfortunately there isn't a Sims game with that kind of functionality.
Socialising is limited to parties on Sims mobile. Freeplay has also a party boat and you can visit neighbours, but there's no possibility to share a house with another players.
