I'm thinking because the person is an NPC. In the past I actually did marry an NPC. Maybe that's changed. I don't think you could move in on NPC.
I could have sworn I did before urg guess I’ll retire my one sim and make another one for him. It is a pain in the * because they are level 8 already urg.

@ClarkJM93 is the NPC an old person? If that's the case you won't be able to ask her to marry your Sim or move in. They can have children.
It's hard to tell if she is an elder who had a makeover.
She didn’t look like it but I’m guessing that’s what is happening.... I changed her hair but I don’t recall it being gray. Maybe it was 😭😭😭 so frustrating

@ClarkJM93 if she's not an elder you need a free Sim slot if you're going to ask her to move in.
The marriage option won’t even pop up for her. I retired a sim that I was going to retire anyways and that didn’t work either so guessing she must have been old 😓

Unfortunately it's not possible. Sorry that doesn't work.
You can make a new Sim or promote one of the adult children. I mean, if they have children already
