You dont have to use the arch anymore. What level is the relationship? With romantic actions you should get the propose message I think after level 3 with an NPC . I married my sim to an NPC last generation and had no problem getting them married way before level 8
Oh ok. The relationship level is ok level 10 almost 11, and the two Sims are engaged. Can you explain how I can marry them?
There is no level 11. Does the sim your trying to marry have gray hair? I know you can't move in a retired sim. If your sure it's a young adult sim that is an NPC and not player owned you might have a game bug. Once your engaged there should be an option to marry. You might want to post in the bugs section if you do have a game bug .
