Abandon Base

My idea is to not just move a base but completely start that base again.

Every now and again I have a base which I hate. Quite often the initial base.

I would like to see the option of being able to abandon and exchange an existing base for an MCV and found a new base. (hopefully with better tiberium, crystal and potential power/refinery layout)

The initial MCV resources would be down to the developers to decide.
