The reason is simple. There was a time when pvp cost as much as pve cp-wise. There were also a lot of account-eating involved. To make account-eating unprofitable they removed most of the spoils from pvp. What this meant was: if you ever do pvp, you spend normally 35+ cp and many hours of repair time per attack (because you attack enemy that is strong and from far away usually) and you get no resources for killing him. Instead you could have killed 3 high-level camps for close to 0 repair time and get massive resources. Killing one base in pvp is then similar to wasting a whole day worth of cp for nothing (not to mention repair time). Of course nobody wanted to do pvp on those conditions. The solution was to reduce the cost of doing it. That's why we have the 3+1 formula for pvp.
