Yes, they are generated by the computer with constraints on locations set by the developers (which is why you don't get level 45 bases at the edge of the forgotten bases area). In setting up the FS15 world the constraints must have been adjusted which has resulted in level 22 in the landing zone and at the edge of the forgotten bases area.
Whilst it is 'unfair' the way the bases are distributed, it is highly unlikely it will change so it is up to commanders to manage the issues it raises. Making it too easy would also be a problem!
