With regard to the topic (chastised by a moderator for going off topic ;-) , the imbalance between GDI and NOD has been noted many times. I doubt that it will change now. GDI are good against some enemy bases and NOD are good against others. They do compliment each other on some forgotten bases, camps and outposts and on others one outshines the other by a good way.
This isn't going to change at this stage in the life of the game.
