Infected rewards caps?

Hi - hoping someone can help, i'm killing infected camps but my resources for Repair time are 0 - others seem to be getting massive amounts of repair - days in some cases but mine tells me Offense repair time left to carry 00:00 - i've killed 6 outposts total and not received repair time rewards - doesn't seem right, anyone confirm how this works?
