layout marker suggestion

I saw this mentioned on discord and think its a good idea - someone asked if it was possible to set layout markers so other alliances can also see them - I think it wouldn't be good in all cases as enemies could try to steal but if it were for allies only I think that would be a great thing that most would welcome - most of the issues are always with wings anyway
