It is highly unlikely that the POI's will be moved - for any reason.
I have suggested in the past that the POI's don't stay in the same place in the same way as the sat drop areas come and go. If POI's disappeared and re-appeared quickly in a different location as a different type (eg crystal then random to say power) then the tactics would have to change from what you call bullies and they would say are victors.
