Patch 17.5

Dang!! I have been playing to long with scripts that I didn't realise that the game didn't already have the transfer from multiple bases mechanic implemented already, so I actually thought the feature was that we could set one base to drain resources from other bases :D Well, guess I should get the brain working before making new threads from here on ^^ And still the dream of transfering power continuous to drift further and further away...

The new system works well. It serves the same purpose and is easy to use, just a little different with check boxes for each base rather then selecting with the control key and mouse button. As you've realised, it does not (as yet) include the transfer of power.

When you say 'as yet', you don't happen to have any juicy inside information you would like to share? B)

Relocation timer does not show on world map , was this patch suppose to fix it?

Patch 17.5 hasn't been rolled out to all worlds yet. Only the latest Wrath and the PTE have it.
