Question. Do people prefer forgotten attacks or no attacks?

The uprising setting seems to give forgotten more aggressive tactics.
Yet it doesn't seem to affect aggressive player strategies? I guess they are just moving too fast..... Still they look to be seeking opportunity.
So I'm wondering what the actual uprising rules are?
