"At what level of a Command Center do pros manage to research their 500k RP bomber unit?"
for "pros" it's possible to have bombers within the first 24 hours, but for most "experienced" players it takes about 2-3 days (depends a bit on starting tactic). command center is mostly arround lvl10-12 while researching.

"How do you get there, by farming outposts or farming bases?"
both possible and a bit hard to say... for my part i prefer killing bases on worlds without moral (because you can dig towards lvl17-18 bases without losing the start shield and maybe even kill some lvl19-20 bases in range) and farming outposts on moral worlds.
the thing with both is you need to do it in an effective way. for example an outpost needs to be a one hit and give about 30-50k rp.

"Thanks in advance as I haven't really played the game normally in 1 year or so. Never researched the bomber recently on a regular world much less a 2nd base. "
with a bit training it's without problems possible to settle your 2nd base without the first 7 days (my record is around 3days with "special starting conditions")
it's heavy outdated and would need a bit of correction at some points but maybe this thread could help a bit for newer players
