Yes, you can relocate immediately after dropping a base. You don't even need to reach level 7.

Early relocates can trap you deep in the spawn territory if there is no space in the new sector. If there is no neutral or friendly territory in move range you are stuck there.
In the game, moving your base to level 7 depends on certain game mechanics. It is advisable to familiarize yourself with the rules before taking any action. And remember, don't waste all your time playing games if you are a student. Otherwise, you will be busy looking for assignment services before the exams. Manage your time with your studies and games.

There is a bugfix in the upcoming patch that addresses this very issue.
With each patch the issue seems to improve some but still try to use good judgement in the early game and when space is close.
