Report a Player for violating Gameplay Rules?

Anything that is not enforced is not a rule. Advantage is unfair if others cannot get access to the same strategy, so any smart use of game mechanics that can be similarly used by others is fair advantage
One must also understand that any even marginally competitive world is impossible to play, still less win, without a small group of commanders having logins from all accounts
The other question that has been brought to my attention though is that apparently players have found ways around the latest 19.3 patch which was targeted at making use of pre-shooting ineffective
I think, if somebody could explain here how those restrictions are circumvented on wrath 24 so that another fix could be applied by developers, would be very helpful
