Flak towers start appearing in defenses of level 18 outposts.

I wanted to know the level and combine that with the data of camp and outpost spawning levels so I know what limit my offense and defense levels should be on my support bases. I plan to have an air army on every support base and Flak just simply ruin it. Its for farming crates...
