Tunnels dont spawn outposts fast enough

why do people keep calling my life a game? i live here please wipe your shoes on the mat before you come in and would it hurt you to bring flowers and a little good news once in a while? all the bromance in this relationship is gone now.

May be strategic on their part.
I find they actually decide to depending on what's going on in the game.
