unable to relocate after attack recovery time

Would you kindly let me know how to relocate after being destroyed? I just can't find a spot to do so.

If you can't find a spot to respawn your bases you have no option but to change sector. Relocating involves opening the world map (top right) choosing a sector and agreeing to what is going to happen. If you can't see the relocate button on the world map then changing zoom level in your browser helps - I find 80% or sometimes 60% is needed.
