WCS world settings

Hi tokenting
when deciding the settings for the next World Championship Server we focus on variety and challenge. The settings of the last two Championships were Morale Malus + no FA (2023) and no Morale Malus + FA (2021). To change it up a bit we chose a setting we only had once before: Morale Malus + FA (2017).
