What exactly determines lvl of camps spawned

Thanks both, I've seen outposts only reach Lvl50 but camps up to Lvl65 which I assume is their maximum level? I did consider the factor where in the worlds without forgotten attacks some players sell off all their def for boosting their off if the situation is safe enough to do so. I considered on that basis it would be in relation to off, base level or CC level so unsure if having no def cancels that factor out in the influence and a def that's very low (say Lvl10) might affect the level of camps? Interesting to compare bases with an army and no def and bases with no army (e.g. farms). I would be tempted to experiment a bit with say a farm and just a lvl1 CC or something, would a farm with no def or off not generate any camps do you think?
