if your base has offense units, it will generate 2 camps, if it does not, it will not generate camps
having or not having a cc does not affect this
the level of camps depends on the maximum between defense level and offense level, camps can be between that level -1 and that level +3, while below level 50
after your offense reaches 50 the camps are at the level of your offense +0 or -1
