Maybe iguana can explain it better but I installed it on his recommendation.
The game alerts you that there is a player (from your own alliance) watching an objective that you are also watching (camp, outpost or base) by showing you with a yellow text in the upper right corner of the objective "o0Netquik0o is watching" (or very similar).
The script helps us by showing on the region map the objectives that another player is looking at by showing you a small tooltip on the map with the name of the player who is looking at it.
