Cannot Build a Refinery

Hello. I cannot add a refinery to one of my nine bases even though it has a level 54 CY and only 31/40 spaces used. All of the buildings on the lower toolbar are grayed out except for the Harvester. All other bases are fine and yes I rebooted game.
