cannot upgrade CY in FS13

adequate tib and power in base, but after upgrade attempted, CY briefly flashes level 25 then reverts back to level 24 https://prnt.sc/ru5to1

I tried a different computer with the same Chrome browser settings and upgrade was possible - ? glitch
