Payment issues can't be resolved here.
Check also that you've the correct area set for your location. To play the game you need the USA setting in many locations, but then you may need to switch back to your actual location to purchase funds. Then of course you'd need to switch again to USA if you need that setting to play the game.
Did you try using a different browser just for payments? Maybe the 'secure' incognito mode of Chrome would be enough?
