Editing Member rights in alliance; alliance info; bugs

I often have problems calling up the alliance tab, long standing issue. Often says I am not in an alliance. I dink around clicking on other peoples bases and usually can "fix it".

I'm cic on Tib 32 and want to edit member rights. However, the icons at the top of the columns on the member rights tab is missing. Can this be fixed? Is there a link that shows what it should look like in the mean time?
