Extremely slow servers

I have noticed a slowdown in frame rate , from 60 fps to 1-6 fps .... What's going on ?? We cannot choose our servers so what are we to do ?? I live in Maryland , East Coast of U.S.A. .. what can I do ?? No other problems with the network ; I have checked the speed of my connection several times and it is fine.
